PARRAMATTA have blocked a move by Cabramatta to become a feeder club for the Cronulla Sharks.
Eels chief executive Paul Osborne said the Parramatta board had voted against the proposal and the junior rugby league club had not fronted up to argue its case.
Osborne said a mooted proposal by Mt Pritchard to become a feeder club for Harbord Diggers would meet a similar response.
``We're not going to roll over and lay out the red carpet for other clubs,'' said Osborne, adding that the Sharks and Cronulla should look at developing their own junior clubs.
Meanwhile, Penrith clubs have rejected a proposal to have a merged competition with the troubled Parramatta first-division A competition.
Only four clubs contested the top-tier Parramatta competition this season, won by Wentworthville for the seventh straight year.
St Marys, Windsor and Penrith had been mooted as possible participants.
Feltis said he wouldn't have objected if the clubs had wanted to be part of a merged competition ``but all the Penrith clubs voted unanimously against it''.
Parramatta junior rugby league secretary Terry Rose said his association board had voted to ban player payments next season in an attempt to even the competition and encourage other teams to join.
Feltis said the Penrith top-tier A-grade competition had had similar problems to Parramatta's a few seasons ago but had built up through instituting a points system.
Rose said that was an option being considered.
